CHAPTER VI

ADVANCED TRAINING PROGRAMS

Section 1. Required. All ambulance services must establish training and continuing education programs.

Section 2. Review by Other Agencies. The advanced training programs (E.M.T.-II or Paramedic) and continuing education systems shall be reviewed and approved by the Division, the Task Force on Medical Examiners.

Section 3. Program Committee. Any person desiring to establish a training program for E.M.T.-II or Paramedic personnel shall form a Program Committee. The Program Committee shall consist of:

1. (a) Ambulance service representatives in the geographic area who will employ or utilize the attendants.
2. (b) E.M.T.-II training programs. Program Committees for E.M.T.-II personnel shall consist of:
3. (i) A physician licensed to practice medicine in this state who agrees to act as program director;
4. (ii) Representative from the sponsoring hospital.
5. (c) Paramedic training programs. Program Committees for Paramedic personnel shall consist of:
6. (i) A physician licensed to practice medicine in this state with a special interest in emergency medicine who agrees to act as program director;
7. (ii) Representatives from the sponsoring hospital including nursing, administration, the emergency department, and CCU-ICU department.

Section 4. Application. The Program Committee shall submit an application to the Division. The application may include:

1. (a) A summary explaining the medical need for the program with appropriate documentation.
2. (b) A description of the proposed training program content, time schedule, instructors by name and subject, materials and physical facilities, number of students, clinical experience and record keeping methods.

(c) The local criteria students acceptance and graduation, if more restrictive than Division criteria.

(d) Provisions for commitment of (a) sponsor hospital(s) as required by Chapter VII.

Section 5. Decision. The Division shall notify the Program Committee following its decision. The Division shall approve or conditionally approve the program if it meets the requirements of this Chapter.

Section 6. Supervision. Following approval, the program shall be supervised by the program director. The program director shall ensure that each instructor is thoroughly knowledgeable in his subject and understands his responsibility and will maintain the standards of quality instruction as provided in the curriculum.

Section 7. Enrollment Requirements.

(a) E.M.T.-II training programs. Students desiring to enter an E.M.T.-II training program shall:

(i) Be currently registered by the Division as an E.M.T. (Ambulance) attendant;

(ii) Must show evidence of twelve (12) months of active affiliation with a Wyoming licensed ambulance service, as an attendant, prior to enrollment in the class, or the applicant must show evidence of six (6) months of active affiliation with a Wyoming licensed ambulance service and submit documentation of a minimum of twenty-five (25) patient contacts as an attendant prior to enrollment in the class;

(iii) Be recommended by at least one (1) licensed physician;

(iv) Be approved by the Program Committee;

(v) Be free of any physical or mental disabilities which would render him incapable of performing as an E.M.T.-II attendant;

(vi) Complete the practical performance review with the physician medical director using the state proficiency checklist;

(vii) Score 80% or higher on the precourse written exam. The exam shall be taken no more than thirty (30) days prior to the programs starting date.

(b) Paramedic training programs. Students desiring to enter a Paramedic training program shall:

(i) Be currently registered by the Division as an E.M.T. (Ambulance) or E.M.T.-II attendant;

(ii) Have at least one (1) year of regular patient care while serving as an E.M.T. (Ambulance) or E.M.T.-II attendant;

(iii) Be recommended by one (1) licensed physician;

(iv) Be accepted by the Program Committee;

(v) Be free of any physical or mental disabilities which would render him incapable of performing as a Paramedic attendant.

Section 8. Instructors. Persons wishing to serve as instructors for an E.M.T.-II or Paramedic program shall be physicians, or registered nurses licensed in this state, Paramedics, or individuals acceptable to the Division who possess expertise in a specific area of instruction in the field of emergency health care. Physicians currently certified in advanced cardiac life support by the American Heart Association, in accordance with the 1987 national standards, and as amended, shall serve as the instructor for the advanced life support/emergency cardiac care sections of the training program. Alternate instructors may be approved in advance by the Division.

Section 9. Curriculum. Curriculum requirements shall be established by the Division, with assistance from the Task Force on Medical Training, to insure adequate didactic and clinical coverage of the acts authorized for each category of attendant. This curriculum for the E.M.T.-II or Paramedic training programs shall be accepted by the applying Program Committee.

Section 10. Educational Records. The program director shall maintain accurate records relative to each person's involvement in the training curriculum and continuing education. These records must be submitted at the time of certification and recertification. Information shall include, but is not limited to, attendance at lectures, demonstrations, subject matters covered, completion of the prescribed clinical requirements, time spent at each clinical area, special experience bearing clinical training, and verification of practical skill competency.

Section 11. Sponsor Hospital. The Program Committee must obtain a sponsor hospital. The sponsor hospital must meet the requirements set forth in Chapter VII, Section 4.

Section 12. Program Initiation. All programs must commence operations within three (3) months of approval. Failure to start a program within three (3) months shall nullify the approval and require reapplication.

Section 13. Task Force on Medical Education.

(a) Composition of the Task Force. The Division will appoint a Task Force on Medical Training selected from currently practicing Wyoming licensed physicians, as part of the state Emergency Medical Services Advisory Committee members. The Task Force shall consist of six (6) members, including one (1) cardiologist, one (1) surgeon, one (1) anesthesiologist, one (1) full-time emergency room physician, one (1) general practitioner or internist and one (1) primary care physician.

(b) Operation of the Task Force. The Task Force shall meet quarterly, or as needed, for the purpose of advising the Division and Board by:

(i) Reviewing applications and making recommendations on E.M.T.-II or Paramedic training program requests;

(ii) Reviewing the appointment of hospitals as sponsor hospitals for the E.M.T.-II or Paramedic program;

(iii) Making recommendations for the selection of E.M.T.-II or Paramedic trainees;

(iv) Reviewing E.M.T.-II and Paramedic training curriculum;

(v) Recommending the E.M.I.-II and Paramedic certification reciprocity policy;

(vi) Other technical medical areas as requested by the Division or the Board.
