Chapter 8: Guidelines for Contract, Financial Arrangements, and Reporting Fraud

Section 1. Authority. These rules are promulgated under the Commission's authority under Wyoming Statute §§ 33-48-101(g) and 33-48-111.
Section 2. Contract Between the Promoters and the Contestant-Writing Required. No professional bout will be approved without a contract between the promoter and the contestant. The contracts should contain a minimum of the following:
members, and the State of Wyoming do not waive their sovereign immunity and specifically retains all defenses and immunity available to them as sovereigns pursuant to Wyoming Statutes §§ 1-39-101, et seq; and
(p) Statement of any deviations from stated rules of a combat sport agreed to between the two (2) contestants.
Section 3. Maximum Effort. A contestant shall not be fully paid a fee who does not complete the terms of the contract or competes in good faith or with maximum effort during the bout, as determined by the Commission or Commission Representative.
Section 4. Violation of Contract. Violation of the terms of a contract by any party may be grounds for disciplinary action by the Commission or Commission Representative.
(a) If any person has reason to believe that fraud has occurred, such person may report the issue to the Commission in writing within ten (10) days of obtaining or discovering reason to believe that fraud has occurred.
(b) Any licensee who fails to report to the Commission any violation of the Act of these rules may be subject to disciplinary action.
(c) If a licensee is approached with a request or suggestion that an event not be conducted honestly, that licensee must immediately report the matter to the Commission or Commission Representative. Failure to do so may subject the licensee to disciplinary action.
(d) Any licensee, who directly or indirectly holds, participates in, aids or abets any sham or fake bout, or otherwise violates or aids or assists in the violation of any provision of the Act or of these rules, may be subject to disciplinary action.
