Section 1. Authority. This regulation is promulgated by authority of W.S. 23-1-302, and 23-6-111.
Section 2. Regulation and Effective Date. The Wyoming Game and Fish Commission hereby adopts the following regulation governing taxidermists.
Section 3. Definitions. For the purpose of this regulation, definitions will be as set forth in Title 23, Wyoming Statutes and the commission adopts the following definitions:
a. 'Game specimen' means big game animals, trophy game animals, small game animals, game birds and game fish or parts thereof.
b. 'Specimen' means all nongame wildlife, furbearing animals, protected animals and exotic species or parts thereof.
c. 'Complete his work within a reasonable time' as used in W.S. 23-2-302(b) means having finished the mounted game specimen or specimen within twelve months after receiving it, or having finished the item within the time period as provided by agreement or contract signed by both the owner of the item and the taxidermists.
Section 4. Bonds. A Surety or cash bond in the amount of $2,000 shall be posted by a person upon application for a taxidermist license.
Section 5. Records. Each taxidermist licensed by the State of Wyoming is required to record all game specimens and specimens received by him, immediately upon receipt of same, from within or without the State of Wyoming. Said records shall include names and addresses of persons from whom game specimens and specimens were received, date of receipt, location where taken, approximate date killed, description and any identifying number (i.e., licenses, tags, shipping permits, export permits, etc.) documenting origin. Resident taxidermist records shall be picked up by the game and fish enforcement personnel in the area. Nonresident taxidermist records shall be sent to Wyoming Game and Fish Department, Cheyenne, Wyoming 82002.
Section 6. Game Tags. Every game specimen received by a taxidermist from within or without the State of Wyoming shall immediately be tagged with a Wyoming Game Tag or Wyoming Interstate Game Tag; except as otherwise provided by Subsections a, b and c of this Section.
a. Game specimens from outside the State of Wyoming that were tagged with a self-locking type tag in the state or country of origin.
b. Game specimens from within Wyoming that have been tagged with a Wyoming Game Tag or Wyoming Interstate Game Tag.
c. Hides and capes of cloven hoof big game animals which are recorded on forms in accordance with Section 5 and 7 of this regulation.
Game tag affidavits will be completed and other procedures followed as per commission regulation Chapter XXIX, Issuance and Sale of Wyoming Game Tags and Wyoming Interstate Game Tags.
Game specimens or specimens, received by a taxidermist, which are required by law or regulation to be tagged with a Wyoming game tag, Wyoming interstate game tag, Wyoming beaver tag or game specimen tag from another state or country shall be accompanied by the appropriate tag when the finished game specimen or specimen is returned to the owner. Said tags may be removed from the game specimen or specimen to accommodate the taxidermists' processing of the item.
Section 7. Forms. Forms for required record keeping will be furnished by the department. If designated as a game tag agent, the taxidermist will be furnished with game tag affidavit books and tags by the Department. If the taxidermist so desires, the record form and game tag affidavit may be incorporated on said taxidermist's own invoice forms. Such forms must include the following information:

Legal form or affidavit may not be altered. Original copy of affidavit shall accompany shipment of game specimen.
Section 8. Endangered Species, Wild Sheep, Mountain Goat. All wildlife listed as threatened or endangered by the Department of Interior and all head skins and cape skins of any wild sheep or mountain goat shall be entered in the taxidermist's records and shall be marked with an identifying number, punch mark, tattoo or tag.
Section 9. Savings Clause. If any provision of this rule or its application to any person or circumstance is held invalid or in conflict with any other provision of this rule, and invalidity shall not affect other provisions or application of this rule which can be given effect without the invalid provision or applications and to this end the provisions of this rule are severable.
