Section 1. Authority. These regulations are promulgated by authority of W.S. §23-1-302, §23-2-101 and §23-3-308.
(a) 'Additional License' means a big game license that may be held in addition to a general, limited quota or doe or fawn only license. Issuance of this license does not require a hunter to purchase a general, limited quota or doe or fawn only license. Additional licenses may be issued for antelope or deer.
(b) 'Antlered Game Animal' means an animal having visible antler growth plainly protruding from the skull. Where a minimum number of antler points is specified, points will be counted on the side with the greater number of points. A point is defined as any protrusion one inch or more in length.
(c) 'Antlerless Game Animal' means an animal having no antler growth plainly protruding from the skull. Females and young-of-the-year without visible antlers are antlerless game animals.
(d) 'Artificial Light' means any man-made light or lighting device.
(e) 'Bag Limit' means the maximum number of big game animals that may be taken by an individual possessing a proper license.
(f) 'Buck Antelope' means male antelope with visible horns and a dark cheek patch at the base of the ear.
(g) 'Calf' means young of the year elk.
(h) 'Cow' means an adult female elk.
(i) 'Doe' means an adult female antelope or deer.
(j) 'Elk Permit' means permit available only for elk hunting in Grand Teton National Park and on the National Elk Refuge. These permits are issued by Park and Refuge personnel.
(k) 'Fawn' means young of the year antelope or deer.
(l) 'General License' means a license valid in any hunt area which is not on a totally limited quota.
(m) 'Limited Quota Cow or Calf License' means license which may be authorized in specific areas, allowing a person to take cow or calf elk in addition to what may be taken on a general license or limited quota license.
(n) 'Limited Quota Doe or Fawn License' means license which may be authorized in specific areas, allowing a person to take doe or fawn animals in addition to what may be taken on a general license or limited quota license.
(o) 'Limited Quota License' means a license valid only in a specific area and for a specified sex and species of big game during a specific time.
(p) 'Off National Forest' means on lands other than those administered by the U.S. Forest Service.
(q) 'On National Forest' means on lands administered by the U.S. Forest Service.
(r) 'Point' means any protrusion one inch or more in length.
(s) 'Processor' means a custom meat processor licensed by the Wyoming Department of Agriculture.
(t) 'Public Road or Highway' means any roadway that is publicly maintained or privately maintained but open to public vehicle traffic. The area between the fences on a fenced public road or highway of the road surface, borrow pits and shoulders of unfenced public roads or highways shall be considered the public road or highway. Unmaintained two-track trails on public lands are not public roads.
(u) 'Ram' means a male bighorn sheep.
(v) 'Regular Hunting Seasons' mean seasons which delineate the dates and hunt areas for the taking of big game animals with legal weapons in accordance with the license types and limitations as set forth in Section 3 of Chapters 5 (Antelope), 6 (Deer), 7 (Elk), 8 (Moose), 9 (Bighorn Sheep), 24 (Mountain Goat) and Section 4 of Chapter 3 (Bear) and Chapter 42 (Mountain Lion).
(w) 'Site of the Kill' means the location where the harvested animal died.
(x) 'Special Archery Seasons' mean seasons which delineate the dates and hunt areas for the taking of big game animals with legal archery equipment in which a hunter with the proper license type may hunt in addition to the regular hunting seasons in accordance with the limitations as set forth in Section 4 of Chapters 5 (Antelope), 6 (Deer), 7 (Elk), 8 (Moose), 9 (Bighorn Sheep) and 24 (Mountain Goat).
(y) 'Spike Elk' means one with antlers consisting of a single unbranched beam on both sides.
(z) 'Three-quarter Curl Ram' means a male bighorn sheep with a horn which can be intercepted at both the outer edge of the forward base of the horn and the tip of the horn by a straight line drawn through the center of the eye socket when viewed from the side or any male bighorn sheep that has attained the age of eight years as determined by the horn annuli.
Section 3. Nonresident Deer Licenses. Nonresident region deer licenses shall be valid as general licenses for a specific nonresident deer region. Nonresident region deer licenses are valid only in hunt areas that are open to the taking of deer on general licenses in the specific region for which issued. Nonresident region deer licenses are not valid in hunt areas in which licenses are totally limited in quota, except as otherwise provided by Commission regulation. Nonresident limited quota deer licenses are valid only within the specific hunt area for which issued and in compliance with Commission regulation.
Section 4. Bag Limits. The maximum bag limit for big game animals for any person with the proper licenses and permits shall not exceed the following number of animals during the calendar year: One elk; one moose; one bighorn sheep; one mountain goat; one antelope; one deer; except that Section 5 of this chapter and Chapter 34, Depredation Prevention Hunting Seasons, may provide for taking additional game animals.
For deer, any person may apply for or receive a maximum of one license from Group I, one license from Group II, one license from Group III, and two licenses from Group IV in Table 1.
For antelope, any person may apply for or receive a maximum of one license from Group I, one license from Group II, and two licenses from Group III in Table 2.
It is a violation of Commission regulation to apply for or receive more than the specified number of licenses from the group in the tables below.

Section 6. Open Hours for Taking of Big Game Animals. Big game animals may only be taken from one-half hour before sunrise to one-half hour after sunset.
Section 7. Retention of Evidence to Identify Sex, Species and Horn or Antler Development of Kill. Any person who takes any big game animal in an area where the taking of either sex is controlled or prohibited shall keep naturally attached to a portion of said animal's body evidence of the sex of such animal. Either the head with horns or antlers, or the visible external sex organs shall remain naturally attached to the animal as a whole, or to a front quarter, rear quarter or edible portion thereof. Evidence of sex shall remain naturally attached while said animal is in transportation from the site of the kill to the residence of the person taking the animal or delivered to a processor for processing. In areas with antler point or horn size restrictions, the antlers or horns must also accompany the animal. In areas where the taking of a species of deer is prohibited, either the head or tail of the deer must remain naturally attached to the animal as evidence of the species taken.
Section 8. Reporting Grizzly Bear Mortalities. Any taking of a grizzly bear shall be reported immediately to the Wyoming Game and Fish Department, Wildlife Division, (307)777-4582, and to the U.S. Fish and Wildlife Service, Division of Law Enforcement, (303)236-7540.
Section 9. Dating and Display of Game Animal Carcass Coupons.
(a) When dating a carcass coupon, the entire wedge must be cut out for the day and month of the kill.
(b) The carcass coupon shall be attached to the carcass of any big game animal in such a manner as to be readily visible. When the animal is in transportation, the carcass coupon may be carried by the person accompanying the carcass so that the coupon will not be lost. While quarters or pieces of an animal are being packed from the field, the carcass coupon shall remain with the person transporting the animal.
(c) Subsections 9a and b shall be in addition to W.S. §23-3-104.
Section 10. Emergency Closure. Big game hunting seasons may be closed because of an emergency upon 48-hours notice.
Section 11. Established Check Stations, Mandatory Reporting. Every hunter or fisherman must stop and report at established check stations on route to or from the hunting or fishing area. Upon request of any authorized department representative, anyone who has been hunting or fishing must produce a valid license and conservation stamp for game animals or fish. Even if the game meat or fish in possession has been cut and wrapped or processed, the person transporting must stop and report at the check station. Any person transporting wildlife harvested in another state or country must stop at established check stations on their route.
(a) Check stations will be signed and established at a point on a highway or road clearly visible at a distance of not less than 200 yards in either direction.
(b) Check stations will be at a point where flashing warning lights shall be visible to oncoming traffic for a distance of not less than 200 yards. The emergency warning lights on a marked law enforcement vehicle or a yellow flashing light on a marked department non-enforcement vehicle will be in operation, except at permanent check stations.
(c) At least one person working the check station shall be in department uniform and at least one vehicle at the check station shall be a marked department vehicle, except at permanent check stations.
(d) Permanent Check Stations.
Sunlight Check Station - On Wyoming Highway 296 (Chief Joseph Scenic Highway) west of the junction of Wyoming Highway 296 and U.S. Highway 120
North Fork - South Fork Check Station - At the junction of U.S. Highway 14-16-20 and Wyoming Highway 291 west of the town of Cody
Dubois Check Station - On U.S. Highway 287 east of the town of Dubois
Section 12. Placement of name of outfitter and outfitter's license number on back of license. Any license holder utilizing the services of an outfitter shall legibly print the name of the outfitter, the outfitter's license number and the type of outfitter license on the back of his/her big and/or trophy game license.
Section 13. Archery Hunting. No person shall hunt big or trophy game animals with bow and arrow or crossbow during a special archery hunting season without first obtaining an archery license and the appropriate hunting license. An archery license shall not be required in addition to a limited quota license to participate in a limited quota archery only or limited quota archery or legal muzzleloading firearms season. Archery equipment and legal firearms may be used to hunt big or trophy game animals during the regular hunting seasons as set forth in Section 3 of Chapter 5 (Antelope), 6 (Deer), 7 (Elk), 8 (Moose), 9 (Bighorn Sheep), 24 (Mountain Goat), and Section 4 of Chapter 3 (Bear) and 42 (Mountain Lion) except where Commission regulations are otherwise specified.
