Section 1. Minimum Standards for Temporary Certification.
(a) Peace officers, detention officers, and dispatchers must meet the provisions of Chapter 2, Section 1 (Minimum Standards for Employment).
Section 2. Minimum Standards for Reserve Certification.
(a) An officer must meet the provisions of Chapter 2, Section 1 (Minimum Standards for Employment).
(b) No officer shall receive a reserve certification or hold an appointment as a reserve peace officer or reserve detention officer of any law enforcement unit unless such person has previously completed a commission approved peace officer or detention officer basic training program.
(c) A reserve officer certification awarded to an individual complying with this section shall be issued for a period of two (2) years.
Section 3. Maintaining Reserve Certification.
(a) Officers awarded reserve certification must meet continuing training requirements of twenty (20) hours each two (2) year period. Verification of required training must be received by the director within two (2) years following the date of reserve certification and every two (2) years thereafter.
(b) Written application for renewal of reserve certification must be made to the director of the commission and the application must be signed by both the reserve officer and the department administrator.
(c) Failure of any reserve officer to complete the requirements of this section shall result in denial of recertification by the director.
Section 4. Minimum Standards for Detention Certification.
(a) An officer must meet the provisions of Chapter 2, Section 1 (Minimum Standards for Employment).
(b) A detention officer must be a permanent full-time employee.
(c) No officer shall receive a detention certification or hold an appointment on a permanent basis as a detention officer of any law enforcement unit unless such person has previously completed a commission approved detention officer basic training program.
(d) Detention certification of permanent employees shall be valid for two (2) years from date of issuance.
(e) Renewal of certification shall be subject to satisfactory completion of continuing training requirements.
(a) Detention officers awarded certification must meet continuing training requirements of twenty (20) hours each two (2) year period. Verification of required training must be received by the director within two (2) years following the date of certification, and every two (2) years thereafter.
(b) At the expiration of each detention officer’s certification, the director shall evaluate the training record to verify completion of required training, and thereafter re-issue certification where appropriate.
(c) Failure of any officer to complete the requirements of continuing training as provided by this section shall result in denial of recertification by the director.
(a) An officer must meet the provisions of Chapter 2, Section 1 (Minimum Standards for Employment).
(b) An officer must be a permanent full-time employee.
(c) No officer shall receive a basic certification or hold an appointment on a permanent basis as a peace officer of any law enforcement unit unless such person has previously completed a commission approved peace officer basic training program.
(d) Basic certification of permanent employees shall be valid for two (2) years from date of issuance.
(e) Renewal of certification shall be subject to satisfactory completion of advanced certification training requirements.
(a) Every person who holds a permanent appointment and satisfies basic certification requirements as peace officer of any law enforcement unit in the State of Wyoming is hereby required to continue training beyond the requirements of the basic certification.
(b) Upon satisfactory completion of an additional eighty (80) hours of commission approved advanced training, and following one (1) year additional experience as a peace officer, the officer shall receive certification as an advanced officer.
(c) The advanced training requirements in this section shall be completed no later than two (2) years following the date of basic certification.
(d) Failure of any peace officer to complete advanced training requirements shall result in denial by the director of recertification.
(a) Professional certification shall be awarded to an officer who meets any of the following requirements.
(i) Has been awarded advanced certification, has completed an additional eighty (80) hours of commission approved training and has had three (3) additional years of experience as a peace officer.
(ii) Has been awarded an associate degree, and has been awarded an advanced certification, and has completed an additional forty (40) hours of commission approved training and has two (2) additional years of experience as a peace officer.
(iii) If the officer has been awarded a baccalaureate degree or beyond, and has been awarded an advanced certification, and has completed one (1) year additional experience as a peace officer.
(b) The professional training requirements by this section shall be completed no later than three (3) years following the date of advanced certification.
(c) Failure of any person to complete professional training requirements shall result in denial of recertification by the director.
(a) Peace officers awarded professional certification must meet continuing training requirements of forty (40) hours each two (2) year period. Verification of required training must be received by the director within two (2) years following the date of professional certification, and every two (2) years thereafter.
(b) At the expiration of each peace officer's certification, the director shall evaluate the training record to verify completion of required training, and thereafter re-issue certification where appropriate.
(c) Failure of any officer to complete the requirements of professional training as provided by this section shall result in denial of recertification by the director.
(a) A dispatcher must meet the provisions of Chapter 2, Section 1 (b) (Minimum Standards for Employment).
(b) No person shall receive a dispatcher certification or hold an appointment on a permanent basis unless such person has completed a commission approved dispatcher basic training program.
(c) Dispatcher certification shall be valid for two years from the date of issuance.
(d) Renewal of certification shall be subject to the satisfactory completion of continuing training requirements.
(a) Dispatchers awarded certification must meet continuing training requirements of twenty (20) hours each two (2) year period. Verification of required training must be received by the director within two (2) years of certification date, and every two (2) years thereafter.
(b) At the expiration of each dispatcher’s certification, the director shall evaluate the training record to verify completion of required training and re-issue certification as appropriate.
(c) Failure of any dispatcher to complete the continuing training requirements shall result in the denial of recertification by the director.
(a) Pre-service applicants must meet the provisions of Chapter 2, Section 1 (Minimum Standards for Employment).
(b) Pre-service graduates are certifiable upon hire up to two (2) years from date of graduation.
(c) Pre-service graduates are certifiable upon hire between two (2) years and five (5) years from date of graduation under the following conditions.
(i) Must complete the challenge process for whichever certification hired for.
(d) Pre-service graduates whose fifth anniversary since graduation has passed must attend the current WLEA basic for the certification hired for.
(e) Hiring agencies may accept pre-service graduates psychological exams up to one (1) year from graduation date once they have reviewed the exam results.
