The division is hereby authorized to cancel any operator's or chauffeur's license in any of the following events:

1. (1) When the division determines that the licensee was not entitled to the issuance thereof hereunder; or
2. (2) When said licensee failed to give the required or correct information in his application; or
3. (3) When said licensee committed any fraud in making such application; or
4. (4) When the division determines that the required fee has not been paid and the same is not paid upon reasonable notice or demand.
