1. (1) This chapter applies to all inmates in the department’s legal custody.
2. (2) Inmates may file complaints with the department for matters under the department’s authority.
3. (3) Inmates housed in other jurisdictions are required to file complaints with that jurisdiction for all matters under that jurisdiction’s control.
