1. (1) For purposes of TRS Plan 1 death benefits under RCW 41.32.520, a dependent must be a dependent as defined in 26 U.S.C. 152.

2. (2) The department must receive proof that the beneficiary stands in the necessary relationship to the member, and that either:

   1. (a) The member had provided over half of the beneficiary's financial support continuously prior to death and at the time of the member's death; or
   2. (b) The beneficiary otherwise meets the definition of beneficiary set forth in 26 U.S.C. 152.
3. (3) Financial support includes the cost of food, clothing, shelter, education, medical and dental expenses, and other similar expenses.
