Only teachers are eligible to establish membership in TRS.

1. (1) A teacher is a person who:

   1. (a) Is qualified to teach under WAC 415-112-015(8); and is employed by a public school in an instructional, administrative, or supervisory capacity; or
   2. (b) Otherwise meets the criteria in RCW 41.32.010(29).

2. (2) For example, persons employed in the following positions are included in the definition of teacher:

   1. (a) Classroom teacher;
   2. (b) Superintendent and assistant superintendent;
   3. (c) Principal and assistant principal;
   4. (d) Educational staff associate (see WAC 415-112-122);
   5. (e) School librarian;
   6. (f) Program administrator;
   7. (g) School doctor.

3. (3) For example, persons employed in the following positions are not included in the definition of teacher:

   1. (a) Custodian, bus driver, or cafeteria worker;
   2. (b) Library technician;
   3. (c) Administrative assistant or payroll clerk.
