Warehouse operators who require receipts as set forth in WAC 16-234-010 shall apply to the director and furnish the following:

1. (1) A bond for one thousand dollars as provided for in RCW 22.09.300.
2. (2) Complete the department's "requisition for negotiable warehouse receipts" form, and forward to the department for both approval and forwarding to said private printer.
