The Commissioner may revoke any permit issued pursuant to this article whenever he determines that:

1. 1. The waterworks can no longer be depended upon to furnish pure water;
2. 2. The capacity of the waterworks is inadequate for the purpose of furnishing pure water;
3. 3. The owner has failed to abide by an order issued by the Commissioner;
4. 4. The owner has abandoned the waterworks and discontinued supplying pure water; or
5. 5. The owner has failed to pay the waterworks operation fee required by § 32.1-171.1.
