The divisions of the department are:

1. (1) the Comptroller Division responsible for:

   1. (a) all financial aspects of the department, including budgeting, accounting, and contracting;
   2. (b) providing all material data and documentation necessary for effective fiscal planning and programming; and
   3. (c) procuring administrative supplies;

2. (2) the Internal Audit Division responsible for:

   1. (a) conducting and verifying all internal audits and reviews within the department;
   2. (b) performing financial and compliance audits to determine the allowability and reasonableness of proposals, accounting records, and final costs of consultants, contractors, utility companies, and other entities used by the department; and
   3. (c) implementing audit procedures that meet or exceed generally accepted auditing standards relating to revenues, expenditures, and funding;

3. (3) the Communications Division responsible for:

   1. (a) developing, managing, and implementing the department's public hearing processes and programs;
   2. (b) responding to public complaints, requests, and input;
   3. (c) assisting the divisions and regions in the department's public involvement programs;
   4. (d) developing and managing internal department communications; and
   5. (e) managing and overseeing department media relations;

4. (4) the Program Development Division responsible for:

   1. (a) developing transportation plans for state transportation systems;
   2. (b) collecting, processing, and storing transportation data to support department's engineering functions;
   3. (c) maintaining and operating the asset management systems;
   4. (d) designating state transportation systems qualifications;
   5. (e) developing a statewide transportation improvement program for approval by the commission;
   6. (f) providing cartographic services to the department;
   7. (g) assisting local governments in participating in federal-aid transportation programs; and
   8. (h) providing research services associated with transportation programs;

5. (5) the Project Development Division responsible for:

   1. (a) developing statewide standards for project design and construction;
   2. (b) providing support for project development in the areas of design environment, right-of-way, materials testing, structures, value engineering, and construction; and
   3. (c) designing specialty projects; and

6. (6) the Operations Division responsible for:

   1. (a) maintaining the state transportation systems;
   2. (b) state transportation systems safety;
   3. (c) operating state ports-of-entry;
   4. (d) operating state motor carrier safety programs in accordance with this title and federal law;
   5. (e) aeronautical operations;
   6. (f) providing equipment for department engineering and maintenance functions; and
   7. (g) risk management.
