Utah Code Ann. § 72-1-203 – Deputy director -- Appointment -- Qualifications -- Other assistants and advisers -- Salaries.

(1) The executive director shall appoint two deputy directors, who shall serve at the discretion of the executive director.
(2)
1. (a) The deputy director of engineering and operations shall be a registered professional engineer in the state and is the chief engineer of the department. The deputy director of engineering and operations shall assist the executive director with areas of responsibility including:
  1. (i) project development;
  2. (ii) oversight of the management of the region offices described in Section 72-1-205;
  3. (iii) management of operations; and
  4. (iv) oversight of operations of motor carriers and ports.
2. (b) The deputy director of planning and investment shall assist the executive director with areas of responsibility including:
  1. (i) oversight and coordination of planning, including:
    1. (A) development of statewide strategic initiatives for planning across all modes of transportation;
    2. (B) coordination with metropolitan planning organizations and local governments; and
    3. (C) corridor and area planning;
  2. (ii) asset management;
  3. (iii) programming and prioritization of transportation projects;
  4. (iv) fulfilling requirements for environmental studies and impact statements; and
  5. (v) resource investment, including identification and development of public-private partnership opportunities.
(3) The executive director may also appoint assistants to administer the divisions of the department. These assistants shall serve at the discretion of the executive director.
(4) In addition, the executive director may employ other assistants and advisers as the executive director finds necessary and fix salaries in accordance with the salary standards adopted by the Department of Human Resource Management.
