- (1) As used in this section, "seal" means the Great Seal of the State of Utah, established in Utah Constitution, Article VII, Section 20.
- (2) In accordance with Utah Constitution, Article VII, Section 20, the Legislature designates the lieutenant governor as the officer responsible to keep the seal.
- (3) In accordance with the requirements of law, the lieutenant governor, or the lieutenant governor's designee, is authorized to use or affix the seal to any document.
- (4) A person who illegally uses the seal, or who defaces the seal, is guilty of a third degree felony.
(5) The director of elections, within the Office of the Lieutenant Governor, may make rules, in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, that:
- (a) regulate the use and application of the seal;
- (b) establish permitted and prohibited uses of the seal; and
- (c) establish requirements for obtaining authorization to use the seal or a replica of the seal.
