1. (1) A procurement unit:

   1. (a) shall accept proposals as provided in the request for proposals;
   2. (b) may not open a proposal until after the deadline for submitting proposals; and
   3. (c) may not disclose the contents of a proposal to the public or to another offeror, except as provided in Subsection 63G-2-305(6).

2. (2) A person who submits a proposal may not, after the deadline for submitting proposals, make a change to the proposal if the change is prejudicial to:

   1. (a) the interest of the procurement unit; or
   2. (b) fair competition.
