1. (1) An individual shall register with the division as a trainee before the individual acts in the capacity of a trainee or earns experience for licensure.

2. (2) Subject to Subsection (2), the board, with the concurrence of the division, shall make rules in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, for:

   1. (a) the trainee registration required under Subsection (1); and
   2. (b) renewal of a trainee registration.
