An LEA governing board that provides transportation shall establish a written policy that:

1. (1) requires a school bus driver to inspect the entire length of the interior of a school bus at the end of every route; and
2. (2) requires disciplinary action pursuant to LEA policies and practices for failure to perform the inspection described in Subsection (1).
