1. (1) To promote the availability of comprehensive emergency medical services throughout the state, the bureau shall establish:

   1. (a) initial and ongoing licensure and training requirements for emergency medical service personnel in the following categories:

      1. (i) paramedic;
      2. (ii) advanced emergency medical services technician;
      3. (iii) emergency medical services technician;
      4. (iv) emergency medical responder;
      5. (v) behavioral emergency services technician; and
      6. (vi) advanced behavioral emergency services technician;
   2. (b) a method to monitor the certification status and continuing medical education hours for emergency medical dispatchers; and
   3. (c) guidelines for giving credit for out-of-state training and experience.

2. (2) The bureau shall, based on the requirements established in Subsection (1):

   1. (a) develop, conduct, and authorize training and testing for emergency medical service personnel;
   2. (b) issue a license and license renewals to emergency medical service personnel other than emergency medical dispatchers; and
   3. (c) verify the certification of emergency medical dispatchers.

3. (3) The bureau shall coordinate with local mental health authorities described in Section 17-77-301 to develop and authorize initial and ongoing licensure and training requirements for licensure as a:

   1. (a) behavioral emergency services technician; and
   2. (b) advanced behavioral emergency services technician.
4. (4) As provided in Section 53-2d-602, an individual issued a license or certified under this section may only provide emergency medical services to the extent allowed by the license or certification.
5. (5) An individual may not be issued or retain a license under this section unless the individual obtains and retains background clearance under Section 53-2d-410.
6. (6) An individual may not be issued or retain a certification under this section unless the individual obtains and retains background clearance in accordance with Section 53-2d-410.5.
