1. (1) The owner of a vintage vehicle who applies for registration under this part shall provide a signed statement that the vintage vehicle:

   1. (a) is owned and operated for the purposes described in Section 41-21-1; and
   2. (b) is safe to operate on the highways of this state as described in Section 41-21-4.
2. (2) For a vintage vehicle with a model year of 1982 or older, the signed statement described in Subsection (1) and in Subsection 41-6a-1642(15) is in lieu of an emissions inspection, from which a vintage vehicle is exempt under Subsection 41-6a-1642(4).

3. (3) Before registration of a vintage vehicle that has a model year of 1983 or newer, an owner shall:

   1. (a) obtain a certificate of emissions inspection as provided in Section 41-6a-1642; or
   2. (b) provide proof of vehicle insurance coverage for the vintage vehicle that is a type specific to a vehicle collector.

4. (4)

   1. (a) If an owner of a restored-modified vehicle who applies for registration that wishes to have the notation on the registration certificate as described in Subsection (4)(b), the owner may provide a signed statement that the vehicle:

      1. (i) meets the definition of a restored-modified vehicle, and has modern technology, including emission control technology and an on-board diagnostic system; and
      2. (ii) is safe to operate on the highways of this state.
   2. (b) If a vehicle qualifies as a restored-modified vehicle, the division shall notate the registration certificate indicating that the vehicle is a restored-modified vehicle.
   3. (c) An owner of a restored-modified vehicle may elect to remove the restored-modified notation on the registration certificate at the time of a subsequent registration.
