(2) To transport dead fish from fee fishing facilities the fish shall be accompanied by the seller's receipt containing the following information:

1. (a) species and number of fish;
2. (b) date caught;
3. (c) certificate of registration number of the fee fishing facility; and
4. (d) name, address, and telephone number of the seller.
