1. (1) Using social capital, an applicant for services under this chapter may receive a wide array of services that cannot be provided by state government alone.

2. (2) The Legislature recognizes:

   1. (a) the constitutional limits of state government to sustain civic institutions that provide social capital;
   2. (b) that the state does not create nor can it replace civic institutions; and
   3. (c) that state government should respect, recognize, and, wherever possible, constitutionally encourage strong civic institutions that sustain a sense of community.
