The department shall provide grants for General Assistance under Section 35A-3-401 on an ongoing basis for individuals who are unemployable:

1. (1) within amounts appropriated by the Legislature; and
2. (2) calculated in a manner substantially similar to cash assistance as provided in Section 35A-3-302.
