1. (1) The chief election officer shall:

   1. (a) make each financial statement required by this chapter or Chapter 12, Part 2, Judicial Retention Elections:

      1. (i) open to public inspection in the office of the chief election officer; and
      2. (ii) available for viewing on the Internet in accordance with Section 20A-11-103;
   2. (b) preserve those statements for at least five years; and
   3. (c) provide certified copies of the financial statements in the same manner as for other public records.
2. (2) Any candidate or voter may file a written complaint with the chief election officer alleging that a filed financial statement does not conform to law or to the truth.

3. (3)

   1. (a) As used in this Subsection (3), "required report" means a report, a financial statement, or any other type of statement or disclosure that a person is required to make under this chapter or Chapter 12, Part 2, Judicial Retention Elections.

   2. (b) Before posting or otherwise publicly disclosing a required report, the lieutenant governor shall redact from the report the following information relating to each individual referenced in the report:

      1. (i) the phone number of the individual; and
      2. (ii) the street number and street name in the address of the individual.
   3. (c) The information required to be redacted under Subsection (3)(b) is not a record under Title 63G, Chapter 2, Government Records Access and Management Act.
   4. (d) It is unlawful to publicly disclose the information required to be redacted under Subsection (3)(b).
   5. (e) A government officer or employee who knowingly violates Subsection (3)(d) is guilty of a class B misdemeanor.
