Unless otherwise required by law, the governing body may:

1. (1) exercise all administrative powers by resolution including:

   1. (a) establishing water and sewer rates;
   2. (b) establishing charges for garbage collection and fees charged for municipal services;
   3. (c) establishing personnel policies and guidelines; and
   4. (d) regulating the use and operation of municipal property; and
2. (2) not impose a punishment, fine, or forfeiture by resolution.
