1. (1) The Division shall award the administration of the pilot program based on a competitive application process. The Division will publicly issue a request for proposals.
2. (2) Each application will be reviewed and scored by a committee established by the Division.
3. (3) Scoring priorities for the award may be established by the Division and, if established, will be included in the request for proposals.
