1. (1) A traveler is reimbursed the actual cost of parking if:

   1. (a) parking is necessary for official business; and
   2. (b) the use of a private or rental vehicle is approved before the traveler departs.
2. (2) A traveler is not reimbursed for parking that is related to personal use, such as parking at a restaurant.
