(a) Sense of Congress on support and promotion of innovation in the United States It is the sense of Congress that each Federal research agency should strive to support and promote innovation in the United States through high-risk, high-reward basic research projects that—
(c) Report Each Executive agency described in subsection (b) shall submit to Congress each year, together with documents submitted to Congress in support of the budget of the President for the fiscal year beginning in such year (as submitted pursuant to section 1105 of title 31), a report describing whether a funding goal as described in subsection (b) has been established, and if such a goal has been established, the following:
