42 U.S.C. § 16901
In order to protect the public from sex offenders and offenders against children, and in response to the vicious attacks by violent predators against the victims listed below, Congress in this chapter establishes a comprehensive national system for the registration of those offenders:

Short Title of 2008 Amendment Pub. L. 110–400, § 1, , 122 Stat. 4224, provided that:
“This Act [enacting sections 16915a and 16915b of this title, amending

section 16981 of this title] may be cited as the ‘Keeping the Internet Devoid of Sexual Predators Act of 2008’ or the ‘KIDS Act of 2008’.”
