(a) In general The Attorney General may make grants to public agencies or nonprofit private organizations, or combinations thereof, for programs—

Authorization of Appropriations Pub. L. 106–468, § 3, , 114 Stat. 2028, provided that:
“There are authorized to be appropriated to carry out this Act [enacting this section and provisions set out as a note under
section 14661 of this title] $1,000,000 each year for fiscal years 2001 through 2004.”
