Amendments 2008—Pub. L. 110–177 amended section generally. Prior to amendment, section authorized appropriations of $7,000,000 for fiscal year 1996, $10,000,000 for each of fiscal years 1997 and 1998, $11,000,000 for fiscal year 1999, and $12,000,000 for fiscal year 2000.
