1. (a) In general There are authorized to be appropriated to carry out subparts 1 and 2—

   1. (1) $45,000,000 for fiscal year 1996;
   2. (2) $72,000,000 for fiscal year 1997;
   3. (3) $76,500,000 for fiscal year 1998; and
   4. (4) $76,500,000 for fiscal year 1999.

2. (b) Earmarks Of the aggregate amount appropriated under subsection (a) for each fiscal year—

   1. (1) 60 percent shall be available to carry out subpart 1; and
   2. (2) 40 percent shall be available to carry out subpart 2.
3. (c) Amounts Amounts appropriated under subsection (a) shall remain available for expenditure without fiscal year limitation.
