(a) Accession Bonus Authorized.—
(b) Limitation on Eligibility for Bonus.— A person may not be paid a bonus under subsection (a) if—

“The amendment made by subsection (a) [amending this section] shall apply with respect to agreements entered into under
section 302d of title 37, United States Code, on or after the date of the enactment of this Act [
Oct. 28, 2004].”
