Section, Pub. L. 93–531, § 5, , 88 Stat. 1714; Pub. L. 93–531, § 30(a), as added Pub. L. 96–305, § 11, , 94 Stat. 934, which authorized certain recommendations and provided that they be construed as discretionary, was omitted from the Code as being of special and not general application.
