Section, Pub. L. 103–434, title II, § 206, , 108 Stat. 4535; Pub. L. 104–109, § 8(b), , 110 Stat. 765, which provided for governance of the tribe by an Interim Council until adoption of a new tribal constitution and bylaws, was omitted from the Code as being of special and not general application.
