Section, Pub. L. 103–324, § 5, , 108 Stat. 2158; Pub. L. 104–109, § 2(a), , 110 Stat. 763, which reaffirmed all rights and privileges of the bands and members thereof which might have been abrogated or diminished before , was omitted from the Code as being of special and not general application.
