The allowance under section 74d–1 of this title—

1. (1) shall be available beginning with the month of May 1997;
2. (2) through the end of September 1997, shall be paid from the applicable accounts of the House of Representatives on a pro rata basis; and
3. (3) beginning with fiscal year 1998, shall be paid as provided in appropriations Acts.
