7 Tex. Admin. Code § 93.603
The Commission will not entertain oral argument unless oral argument is granted on a written motion of a party. A written request for oral argument must be received by the Commissioner at least 15 days before the scheduled commission meeting and state the length of time the party seeks. The commission, in its discretion, may grant or deny the request. If granted, the amount of time allotted and the issues on which oral argument is allowed are with the commission's discretion. The commission may deny the request for oral argument but request that the parties be present at the meeting at which the case is to be considered to address any questions that commission members may have.
