Unless the context clearly indicates otherwise, these words and terms, when used in this subchapter, shall have the following meanings:

1. (1) "Credit union" includes state and federal credit unions.
2. (2) "District" means a credit union development district approved under this subchapter.
3. (3) "Local government" means a municipality or county.
