Each grantee shall implement the grant within 45 days of the designated start date indicated on the grant award statement. Failure by the grantee to implement a grant within 45 days will be construed by the ATPA as the grantee's relinquishment of the grant award. Any exception to this rule will require the review and written approval of the ATPA director.
