A person may not apply for a motor vehicle title service license or motor vehicle title service runner license unless the person is:

1. (1) at least 18 years of age on the date the application is submitted; and
2. (2) authorized to handle financial transactions for himself/herself or another; and
3. (3) if the application seeks a motor vehicle title service license for a business entity, authorized to handle financial transactions for that business entity.
