All fees provided for in this subchapter shall be paid to the department:

1. (1) with a valid credit card approved by the department and issued by a financial institution chartered by a state or the federal government, or a nationally recognized credit organization approved by the department (persons paying by credit card will pay a service charge of $1.00 per transaction);
2. (2) by electronic funds transfer;
3. (3) with a personal check, business check, cashier's check, or money order, payable to the Texas Department of Motor Vehicles; or
4. (4) by cash in person at the department's Motor Carrier Division (cash payments are not the preferred form of payment).
