1. (a) A temporary buyer's tag may be displayed only on a vehicle that may be operated upon the public streets and highways and for which a sale has been consummated.
2. (b) A dealer must place a temporary buyer's tag on any new or used vehicle sold by the dealer, except for a vehicle sold in a wholesale transaction in which the purchasing dealer places its own dealer temporary tag or the purchasing dealer's metal dealer plate on the vehicle.
3. (c) Temporary buyer's tags are valid until the earlier of the date on which the vehicle is registered or the 60th day after the date of purchase.

4. (d) The dealer must ensure that the following information is placed on a buyer's temporary tag that the dealer issues:

   1. (1) the vehicle-specific number obtained from database;
   2. (2) the year and make of vehicle;
   3. (3) the vehicle identification number (VIN) of the vehicle; and
   4. (4) the month, day, and year of the tag's expiration.
