43 Tex. Admin. Code § 215.106
Notices of protest must be received in the division offices in Austin not later than 5:00 p.m. on the date 15 days from the date of mailing of the division's notification to the licensees of the filing of the application. Any notice of protest received after such date shall be deemed not timely filed and shall not be considered by the Board. A notice of protest may be filed by telegram, mailgram, electronic document transfer, or other similar means of communication, provided that a notice of protest in conformance with §215.105 of this subchapter (relating to Notification of License Application; Protest Requirements) is filed with the division not later than 5:00 p.m. on the date five days following the filing of the notice, and is accompanied by the statutory protest filing fee. Failure to file a formal notice of protest within the specified time period shall result in the disallowance of the protest.
