This subchapter does not apply to the payment of:

1. (1) motor carrier registration fees under §218.15 of this title (relating to Payment of Fees);
2. (2) motor transportation broker fees under §218.42 of this title (relating to Fees); and
3. (3) fees required for Internet motor vehicle registration under Chapter 217 of this title (relating to Vehicle Titles and Registration).
