43 Tex. Admin. Code § 9.134
The department may require a subgrantee to comply with an improvement action plan that identifies specific strategies and actions to resolve a subgrantee's non-compliance with law or with grant or subgrant conditions. The plan will indicate the actions to be taken by the subgrantee within a specified period. Failure to comply with the plan may lead to the imposition of sanctions, but the implementation of an improvement action plan is not a prerequisite for the imposition of sanctions.
