The following words and terms, when used in this subchapter, shall have the following meanings unless the context clearly indicates otherwise.
- (1) Commission - The Texas Transportation Commission.
- (2) Department - The Texas Department of Transportation.
- (3) Goods and services - Any goods sold or services provided by the department, including the sale of travel promotional materials and department publications, and the issuance of licenses, permits, and registrations.
- (4) VTR - The department's Vehicle Titles and Registration Division.
