- (a) Purpose. The Federal Transit Act, §3, as amended (49 United States Code §1602), authorizes the secretary of the United States Department of Transportation to make discretionary grants or loans for capital projects that meet the criteria prescribed by the Federal Transit Administration.
- (b) Eligible recipients. Section 3 funds are available to states and local public bodies.
