The policies and procedures of this subchapter do not apply to a:
- (1) contested case under §§1.21-1.61 of this title (relating to Contested Case Procedure);
- (2) vendor protest of a delegated purchase under Government Code, Chapter 2155;
- (3) department employee complaint governed by the department's Human Resources Manual; or
- (4) routine inquiry, report of a condition on a state highway, or request for information.
