In accordance with Texas Civil Statutes, Article 6701d-11, §5-2/3, a person, firm, or corporation may request authorization to operate a vehicle, that does not comply with one or more of the restrictions of Texas Civil Statutes, Article 6701d-11, §3 and §5, across the width of any road in the state highway system, other than a controlled-access highway as defined in Texas Civil Statutes, Article 6674w, from private property to other private property provided that the commission has contracted with the requester to indemnify the department for the cost of repair and maintenance to the portion of such highway crossed by such vehicles.
