The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Authority--The Texas Turnpike Authority Division of the Texas Department of Transportation.
2. (2) Board--The board of directors of the authority.
3. (3) Commission--The Texas Transportation Commission.
4. (4) Department--The Texas Department of Transportation.
5. (5) Executive director--The chief administrative officer of the department or designee.
6. (6) Feasibility study--Collectively, all evaluations and analyses necessary to ascertain the financial, technical, and environmental viability of a proposed project, including route location, environmental and financial investment studies.
7. (7) Metropolitan planning organization--An organization designated by the governor to carry out the transportation planning process in prescribed urbanized areas as required by Title 23, United States Code, §134.
8. (8) Turnpike project--A project of the Texas Turnpike Authority Division of the Texas Department of Transportation, as defined by Transportation Code, Chapter 361.
